POSITION SUMMARY
Under general direction of the District Administrator, oversees and manages capital improvement and construction projects from initial concept through development, easement and land acquisition, construction, inspection, and closeout.
COMPENSATION RANGE
Salary, depending on experience and qualifications. Annual salary range is $50,000 to $75,000 per year plus benefits.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties may include any of the following tasks, knowledge, skills, and other characteristics. Work is performed in office and in field areas that often contain loose rock, mud, ledges, steep inclines, precarious footholds, and hazards. Work primarily requires walking, standing, and observing the construction of various projects outdoors. Infrequently work may require lifting and pulling to operate sewer jet equipment and to replace or repair pumps, motors, sewer lines, or other related equipment. While performing the duties of this position, the employee is frequently required to walk, twist, bend, hold and grip objects; reach with hands and arms to both below ground level and overhead; use hands to finger, handle or feel; talk and hear for extended periods of time. The employee must be able to lift, carry, push, pull, drag, and/or move a minimum of sixty (60) pounds (over sixty (60) pound lifts require two-man lift or use of lifting device). Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, texture perception, and ability to adjust focus. Position may be asked to work after normal business hours due to sewer utility and/or construction project related emergencies.
WORKING ENVIROMENT
While performing the duties of this position, the employee will be inside and outside. Inside working conditions will primarily be an office or shop environment with regulated heating and air conditioning. The noise level can be high requiring hearing protection. Work outdoors will be performed in the prevailing weather conditions.

- Assists District Administrator in developing scope of services and soliciting proposals from engineering firms and preparation of contracts; reviews plans and specifications for compliance with contract; solicit utility companies for conflicts and negotiate relocations; manage and perform right-of-way acquisitions; review and assist in preparing bid documents and attending and participating in pre-bid conferences; review and assist in preparing addenda to bids as necessary; review bids for compliance with specifications.
- Manages construction contracts; manages pre-construction meetings; manages and conducts construction inspections; reviews shop drawings and material certifications; prepares change orders, as necessary; prepares punch lists and conducts final walk through with engineers, contractors, MDNR when applicable; reviews invoices and authorizes payment in accordance with contract.
- Works to ensure District standards and specifications are met during construction of projects. Coordinates with District field operations staff in the development, review, and finalizing of engineering plans and projects to ensure final products meet the requirements and needs of the District.
- Serves as Resident Project Representative and conducts on-site construction observations and inspection of capital improvement and construction projects to ensure projects are built according to the engineering plans and specifications. Maintains daily logs, files, and records on construction activities.
- Communicates and coordinates with Project Engineers on the compliance of capital improvements and construction work with the engineering plans and specifications.
- Creates, coordinates, and maintains files of information and historical data related to projects and activities; reviews and recommends updates to current process and procedures, develops short and long-range planning proposals, and grant administration as required.
- Contacts property owners for the donation of land, acquisition of easements, and access rights for District projects including notarizing easement documents; corresponds with out-of-town property owners and attorneys to obtain needed right-of-way access; communicates with property owners to explain acquisition process; maintains records pertaining to land acquisition activities.
- Research records to determine property ownership and obtain other relevant information; conducts title searches; schedules, plans, and conducts public meetings about project specific right-of-way acquisitions.
- Prepares lien waivers, statements of just compensation, and other information to comply with federal and state guidelines; coordinates with the District’s attorney on acquisition requiring legal action; testifies in court as required.
- Makes field reviews, takes photographs, video, or digital imagery, and conducts general inspections; assists in arranging condemnations for right-of-way parcels; calculates monetary offers for easement/access acquisition based on property appraisals or other available sales data; estimate projected right-of-way acquisition costs for budget purposes; maintains records and files relating to confidential land acquisition activities.
- Assist District Administrator in the review, comment, approval, and inspection of developer-initiated sewer extensions and projects connecting to the District’s existing sewer systems.
- Coordinates and plans with all District departments on construction work being performed.
- Utilizes the District’s Asset Management System to input, track, and update pertinent information regarding the District’s assets.
- Maintains a safe working environment by adhering to policies and procedures and regulations.
- Performs other related duties as assigned.
- Extensive knowledge of heavy civil construction, project management, operations and maintenance, engineering, and surveying related to the wastewater industry.
- Knowledge of Federal and State laws, regulations, and codes governing the construction and operations of wastewater collection and treatment systems.
- Skill in reviewing engineering and construction plans and specifications to ensure that wastewater infrastructure projects are within the design specifications of different types of wastewater treatment facilities and collection systems.
- Skill in reading and interpreting legal descriptions, abstracts, and other documents for property to be acquired.
- Skill in map reading, mathematical calculations, and technical specifications.
- Skill in operating a personal computer and standard software applications.
- Skill in maintaining accurate records and in preparing reports.
- Skill in planning, organizing, budgeting, and managing projects.
- Skill in prioritizing work and in coordinating multiple assignments.
- Skill in communicating effectively, both orally and in writing and in establishing and maintaining cooperative working relationships with other staff and the public.
- High school diploma or GED, and ten (10) years of experience in the construction, project management, land and easement acquisition, and operation and maintenance of wastewater collection and treatment facilities; or any equivalent combination of education and experience.
- Possess and maintain a valid Missouri Driver's License
- Possess and maintain a valid Missouri Notary Public’s License.
