🚧 Mildred Phase 2

This sewer project is planned for an area where all homes and businesses are currently served by onsite septic systems. Onsite septic systems are prone to failure and installing central sewers will eliminate poorly treated wastewater from entering our areas lakes, streams, and drinking water supplies.

During construction, the Sewer District installs the wastewater collection system including the final connection to the home. We will properly close out your septic tank and move all wastewater generated to an approved treatment facility. This reduces the source of wastewater infiltration into private wells and area lakes and streams.

This will benefit all residents in the Mildred Phase 2 area as shown on the project map. Not all properties will be impacted by the construction of the sewer mains, but all will likely be affected during the service line connection phase.

The construction of all infrastructure (main lines, manholes, and lift stations) necessary to operate the collection system. Also included are the connection of homes and businesses through the installation of service lines and grinder pumps where applicable, including the decommissioning of the existing septic tanks along with restoration of all disturbed areas.

This project is scheduled to be completed within approximately twelve months from the start of construction.

Road and driveway closures will occur on a temporary basis and will move along with the construction. The contractor will communicate all temporary driveway closures ahead of time.

All properties will be affected during the connection phase. Not all properties will be impacted by the construction of the sewer mains and lift stations. Please view the project map to see the map concerning your property or contact the District.

If you have not signed a sewer service connection agreement, please contact Travis Tucker at 417-827-3720. At the time your home or business is connected you will also be required to complete a billing application. This can be done by calling our office at 417-544-0655 or online at tcrsd.org under the “How Do I” link then “Submit a Billing Application.”

All structures will be required to connect. The District is completing this work; there is no cost to the property owner during the construction phase. Delayed connection by the property owner may result in the property owner being responsible for connecting their home to the sewer system and paying all associated costs to do so.

The Missouri Department of Natural Resources and the District have regulations for the removal of inactive septic tanks and this will be facilitated during construction by the District’s contractor.

During the connection phase of the project the tank will be pumped of all contents, holes broke in the bottom, and the top broken up or removed, and then the tank will be backfilled with gravel and the surrounding area restored.

All sewer lines coming from a building must be connected to the sewer system, including gray water lines. Property owners should notify the District to the location of gray water lines so they may be properly connected.

During construction the Sewer District will fund all expenses for connection. Delayed connection by the property owner may be at the expense of the property owner.

The District currently charges a flat rate of $40.00 per Residential structure per month. Commercial/Non-residential properties are based on meter readings taken from the property’s water meter and are charged $40.00 for the first 2,000 gallons per month and then $8.50 per additional 1,000 gallons per month.

The billing cycle is monthly and the District bills in the arrears. Bills are generally sent out for the previous month on the 5th and are due by the 25th. Your bill would be $80 per month (2 homes times $40 each). TCRSD bills for each structure separately that is connected to the sewer system and all buildings that are habitable and have toilet facilities in them are required to be connected to the sewer system.

Connections made during construction of the project will be at no cost to the property owner. New buildings built and connected up to one year after the construction project is complete will not be charged a connection/capacity fee but still must be permitted and inspected by the District.

If a property is vacant without any habitable structures, there is no monthly charge. However, all habitable structures will be required to connect to the sewer system and will be charged monthly regardless if the building is occupied or not. The District does offer a Voluntary Shut-off Agreement whereby a property owner may reduce their monthly sewer bill in the event of long absences where no one is living on the property. All sewer charges are the sole responsibility of the property owner. The District will accept payments from renters or tenants, but the property owner is always ultimately responsible for the sewer charges and will receive a bill for their property each month.

There is no charge where there is no connection. Future buildings connected on the vacant lot will incur connection/capacity fees and monthly charges.
