What Is the VSO Program?

The Voluntary Shut Off (VSO) Program allows property owners to temporarily suspend sewer service — and reduce their monthly charges — when a structure will be vacant for an extended period of time. It's a practical option for seasonal homes, rental properties between tenants, and any property that won't be using water for two or more months.

How It Works

📞 Contact the TCRSD office to request enrollment in the VSO Program.
🔧 District staff visits the property and installs a shut-off device on the sewer service line.
🔒 Sewer service remains blocked until the owner contacts the office to request restoration.
💲 Monthly sewer charges are reduced to the VSO rate while the property is enrolled.
🔄 Normal billing resumes within 24 hours of your restoration request — same $35.00 fee covers both.

Who Should Consider the VSO Program?

🏖️ Seasonal or vacation homes that sit vacant part of the year
🔑 Rental properties between tenants for more than two months
🛠️ Homes undergoing long-term repairs or renovations

Important: Using water at a property while sewer service is shut off may cause sewage to back up into the building. The property owner assumes full responsibility for any backups or damage that result from water use during a VSO period.

Owner Responsibilities

🚪 Allow District staff access to the property to install and inspect the shut-off device.
⚠️ Assume responsibility for any backups or damage caused by water use during the shut-off period.
👥 Notify any future tenants, buyers, or property managers that the property is enrolled in VSO.
